The approval framework
Projects are categorized by the EIA Notification; the applicable category decides whether appraisal flows through the central authority or the state-level authority, and whether an Environment Impact Assessment study and public consultation are required.
The process in steps
Form submission and screening, scoping of the terms of reference, preparation of the EIA and public consultation, appraisal by the expert committee, and the final grant or refusal with conditions. The timeline depends heavily on the completeness of the application and the consultant's dossier.
Post-clearance compliance
Clearances carry conditions — air and water management, green-belt development, compliance reporting to the authority. Non-compliance is a recurring source of enforcement action, so conditions should be operationalized from day one.
